The Peninsula Corridor Joint Powers Board (PCJPB, or JPB for short) is the governing body for the Caltrain Peninsula commuter rail transit service between San Francisco, San Jose and Gilroy.

Board makeup
The PCJPB consists of three representatives from each of the three counties served by Caltrain. They are:
- San Francisco: 1 seat appointed by the Mayor, 1 seat appointed by the S.F. Municipal Transportation Agency (SFMTA), 1 appointed by the County Board of Supervisors;
- San Mateo County: 1 seat appointed by the Cities Selection Committee, 1 seat appointed by the San Mateo County Transit District (SamTrans), 1 appointed by the County Board of Supervisors;
- Santa Clara County: 1 seat for the County Board of Supervisors representative on the MTC (if that person declines to serve, the MTC representative chosen by the Cities Selection Committee will take that role), 2 seats appointed by the Santa Clara Valley Transportation Authority (VTA) (if county supervisors are not appointed, one member must be from San Jose and another from a city other than San Jose)
In addition there is one ex-officio (non-voting) members, a representative from the Metropolitan Transportation Commission.
The structure of the agency is governed by a Joint Powers Agreement signed by these entities.
Caltrain’s board members are appointed to the PCJPB from the represented transit agencies or other government offices. Most of them are currently elected to office in some other capacity, such as to a local city council, supervisorial district, or to local and regional transit agency boards. They are appointed to serve on the PCJPB while continuing to serve their respective agency boards.

Caltrain Executive Director and staff
Under the current agreement, SamTrans is the managing agency for Caltrain, and performs capital planning, service planning, budgeting, marketing, and customer service functions, in addition to supervising train operation. The current executive director of the Caltrain Joint Powers Board is also the general manager of SamTrans. The PCJPB contracts with Herzog/Transit America to operate the trains (conductors, locomotive engineers, and other operating personnel) and maintain the tracks and rolling stock.
Public Meetings
The Caltrain (PCJPB) Board of Directors meetings are open to the public. The meetings are generally scheduled on the first Thursday of each month at 10 a.m. in the Edward J. Bacciocco Auditorium on the second floor of the SamTrans Administrative Offices building at 1250 San Carlos Ave., San Carlos, located two blocks west of the San Carlos Caltrain Station. The meeting calendar and agenda is available online approximately one week before the meeting.

The Caltrain Citizens Advisory Committee advises the Caltrain board and staff on general issues. Its public meetings are typically held on the third Wednesdays at 6 p.m.
Caltrain also has a Bicycle Advisory Committee to advise the board and staff on bicycle issues. Its meetings are held bi-monthly on the third Thursdays at 6:45 p.m.
The meetings for advisory committees are held in San Carlos as the same place as the board meeting. Meeting agenda is available about a week in advance.
